Res. 1156] The Committee on Rules, having had under consideration House Resolution 1156, by a non-record vote, report the same to the House with the recommendation that the resolution be adopted. SUMMARY OF PROVISIONS OF THE RESOLUTION The resolution provides for the consideration of the Senate amendment to H.R. 493, the Genetic Information Nondiscrimination Act of 2007. The resolution makes in order a motion by the Chairman of the Committee on Education and Labor to concur in the Senate amendment. The resolution waives all points of order against the motion except clause 10 of rule XXI. The resolution provides that the Senate amendment and the motion shall be considered as read. The resolution provides one hour of debate on the motion with 20 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Education and Labor; 20 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Energy and Commerce; and 20 minutes equally divided and controlled by the chairman and ranking minority member of the Committee on Ways and Means. The resolution further provides that the Chair may postpone further consideration of the motion to a time designated by the Speaker. EXPLANATION OF WAIVERS The waiver of all points of order against consideration of the motion includes a waiver of clause 4 of rule XXI prohibiting appropriations in legislative bills and a waiver of Section 303(a) of the Congressional Budget Act, prohibiting consideration of legislation, as reported, providing new budget authority, change in revenues, change in public debt, new entitlement authority, or new credit authority for a fiscal year until the budget resolution for that year has been agreed to. <all>
