Central Contractor Registration (CCR) and Online Representations and Certifications Application (ORCA)

Contractors currently doing business with the United States Government as well as potential vendors wishing to do business with the Government are required to register in the Central Contractor Registration (CCR) System. Effective as of October 1, 2003, vendors doing business with the Federal Government are required to register in CCR before they can be awarded contracts, blanket agreements, blanket purchase agreements, or basic ordering agreements. The CCR website can be accessed at: www.ccr.gov

Online Representations and Certifications Application (ORCA) is an e-Government initiative that has been developed to replace most of the paper based Representations and Certifications (Reps and Certs) process, known as Section K, by creating an Internet application that allows user access 24/7. Effective January 1, 2005, Vendors must be registered in ORCA if the solicitation they are responding to requires an active registration in CCR.

ORCA is an on-line system that is located on the Internet. The ORCA site can be found by going to www.bpn.gov and clicking on “Online Reps and Certs Application” on the left side of the screen. If you do not have access to the Internet or feel you need extra Internet help please contact the Procurement Technical Assistance Center (PTAC) (www.dla.mil/db/procurem.htm) closest to you.
