The TSGP is one of five grant programs in the Department of Homeland Security (DHS) Infrastructure Protection Program (IPP), which is designed to strengthen the nation's critical infrastructure against risks associated with terrorism. DHS uses a risk-based approach to allocate TSGP funding. Eligible passenger rail and intracity bus systems in the highest risk regions (Tier I) receive the vast majority of TSGP funding. High risk transit systems have high passenger density, and in the case of passenger rail, significant infrastructure, including underwater tunnels and underground stations.
Tier I regions receiving funding in Fiscal Year (FY) 2006 were: Atlanta, Boston, Chicago, Los Angeles, the National Capital Region, New York, Philadelphia, and the San Francisco Bay Area. Security projects within regions were funded on a competitive basis.
In FY 2006, TSGP provided $118 million to passenger rail and intracity bus systems in Tier I regions.
