"Significant" Guidance Documents

On January 18, 2007, the President issued Executive Order 13422, and the Office of Management and Budget (OMB) issued a Final Bulletin (M-07-07) for Agency Good Guidance Practices establishing policies and procedures for the development, issuance, and use of significant guidance documents by Executive Branch departments and agencies.  Issuance of the Bulletin is intended to increase the quality and transparency of agency guidance practices and the significant guidance documents produced through them.

HRSA has not issued any guidance documents that meet the threshold of “significant” under the Office of Management and Budget Final Bulletin for Agency Good Guidance Practices and does not foresee the issuance of such documents.

If HRSA does issue a guidance document that meets the threshold of "significant," it will be published on this Web page and the public will have an opportunity to submit e-mail comments on the document.

  • Requests that a "significant" guidance document be issued should include a detailed description of the specific guidance document.

Responsibility of the Agency

Public comments under these procedures are for the benefit of the agency and do not require formal response by the agency.

HRSA will review requests, complaints and questions, determine whether an action is warranted and, if so, what action to take. Actions taken in response to comments will be determined by such factors as the nature and timeliness of the information involved and the significance of the modification of the information, the magnitude of the modification and the resource requirements for the modification.
