The primary agency is the federal agency
that provided the greatest contribution to
the invention, as initially determined by
the grantee or contractor organization. The
grantee or contractor organization is obligated
to correspond with the primary agency regarding
any issues that pertain to the disposition
of invention rights. If more that one agency
has contributed to the subject invention,
all participation should be reported under
the funding agreements section of the Invention
Report.
