As long as the consolidation is with a commercial lender (e.g. Sallie Mae, etc.), and it includes only the applicant's eligible student loans (not a spouse's, child's, etc.) consolidated loans should be eligible for repayment through the National Health Service Corps Loan Repayment Program.
