President Signs Consolidated Spending Bill; NSF Budget Rises to $5.57 Billion for FY2004

On January 23, President Bush signed into law a $328-billion spending bill that includes $5.57 billion for the National Science Foundation. The President's action came one day after the Senate passed the bill by a vote of 65 to 28.
The appropriation for NSF represents an increase of about $267 million, or 5.0 percent, over the FY 2003 funding level, and nearly $97 million more than the FY2004 budget request. The consolidated spending bill funds the operations of most of the federal government through September 30, 2004. The House of Representatives approved it last December, but a number of controversial provisions held up a Senate vote. Since October 1, 2003, when the current fiscal year began, NSF and the other agencies funded by the measure have been operating under a series of stop-gap funding bills that kept the agencies at their FY2003 levels and prevented the start of new programs.
The President will unveil his budget request for the FY 2005 fiscal year on Feb. 2.
