MMS Names New Associate Director for Minerals Revenue Management Program

WASHINGTON – Minerals Management Service (MMS) Director Randall Luthi today announced the selection of Greg Gould as the new associate director for the agency’s Minerals Revenue Management (MRM) Program. Mr. Gould has served as the Chief of MMS’s Environmental Division for the past 4 years.

“A charter member of MMS, Greg is a solid leader and an effective manager with uncompromising integrity,” Luthi said. “He brings to MRM a wealth of knowledge and experience from nearly 26 years with MMS, and will no doubt ensure the nation continues to receive fair value on energy resources developed on the Outer Continental Shelf and Federal and American Indian lands.”

As Associate Director of the Minerals Revenue Management Program, Gould will be responsible for the collection and disbursement of billions of dollars annually in royalties owed the Federal government and American Indians from energy production on all Federal and American Indian lands. He will also be responsible for MRM’s compliance and enforcement and Royalty-in-Kind programs.

“After working on the Offshore Energy and Minerals Management side of the MMS house, I am excited about this opportunity to broaden my experience. I’m really looking forward to working with the dedicated staff of MRM who ensure that our program is run efficiently and effectively,” Gould said.

As Chief of the Environmental Division, Gould was responsible for exercising policy and staff direction over a nationwide program for environmental assessment of the Outer Continental Shelf. The Division provides policy guidance, direction, and program oversight for the MMS with respect to evaluating the potential and actual environmental impacts associated with extraction of offshore minerals, including oil, gas, sand, gravel, and renewable energy production. The Division ensures that MMS policies and industry practices conform to the Nation’s environmental policies and laws; manages the National Offshore Environmental Studies Program; and oversees the preparation of the Environmental Impact Statement for the 5-Year Offshore Oil and Gas Leasing Program.

Greg began his career with the DOI as a Geologist in the Atlantic Region of the Bureau of Land Management in 1981. He has served in various capacities in the headquarters offices of the MMS Offshore program, working as a Marine Policy Analyst with the Offshore Information Program, a Physical Scientist in charge of the MMS Civil/Criminal Penalties Program, and as Chief of the Safety and Enforcement Branch in the Engineering and Operations Division.

In addition to his Executive Branch work, Greg served as an energy advisor to the Chairman of the U.S. House of Representatives Subcommittee on Oceanography.

Greg earned a BS degree in Geology from the State University of New York, a Master’s degree in Public Administration from George Mason University, and is a graduate of the Senior Executive Fellows program of the John F. Kennedy School of Government, Harvard University. Greg was born in Brooklyn, New York and lives with his wife Lauren and two children, Kimberly and Brian, in Potomac Falls, Virginia.
