Summary:  Proposed rulemaking.  The Minerals Management Service (MMS) proposed to eliminate the fees it recovers from small refiners participating in the small refiner royalty-in-kind (RIK) program.  MMS believes that the fees are no longer justified under the requirements of Office of Management and Budget (OMB) Circular No. A-25.
