Ms. Diane Frasier welcomed everyone to the IAC meeting.
è Discussion of “Top GWAC Contractors: Ms. Diane J. Frasier
Addressing a Public Image
Problem” Acting

Ms. Diane Frasier distributed a March 5, 2007 Federal Times article (click here to view the article) on the subject of GWACs and led a discussion concerning the Federal acquisition environment and the changes in the environment. Specifically, the article addresses that increased criticism of interagency contracts is pushing GWAC usage down because there is fear among some agency personnel concerning the use of contract vehicles that are not originated by their own Agency. The article addresses that MACs–not formally approved GWACs–appear to be the problem and that there is no problem with formal GWACs—but some people don’t know the difference between OMB formally approved GWACs and interagency MACs. This IAC discussion resulted in the following comments about NITAAC:
• NITAAC plans to
continue to provide increased oversight and governance on its three GWACs.
• The new NITAAC
e-GOS ordering system will be implemented in Calendar Year 2008.
• NITAAC will
continue its tradition of being a pioneer in innovations on its three GWACs.
• NITAAC plans to
move forward with its Executive Agency status renewal submission to OMB.

Director
Victor Powers addressed NITAAC’s plans for attending
various 2007 Tradeshows. He specifically
addressed NITAAC’s plans to attend the April 10-12 Government Tech Expo and the
April 19th Seventeenth Annual OSDBU Conference in Upper Marlboro MD.

Additionally, Mr. Powers addressed NITAAC’s plans for ramping up the NITAAC Outreach and Education program in the spring. IAC council members are encouraged to contact Victor Powers with any suggested additional shows or changes to the draft 2007 Tradeshow schedule previously distributed.
Mr. Donald Wilson, NITAAC Senior Contracting Officer, also briefed the IAC on the excitement generated at the NIH Tech Expo on March 20th with the various options and wide rage of products available to the institutes on the Image World 2nd Contract.

Program (EPEAT) Sr.
Contracting Officer, NITAAC
Mr. Donald Wilson updated the IAC on the progress to date of the EPEAT Program. He reemphasized the fact that Government customers can request EPEAT compliant products today via all three NITAAC’s GWACs.

Developing GWAC Comparative Analysis Sr.

Mr.
Donald Wilson, Programs Subcommittee member, led a roundtable discussion on
behalf of
Ms.
Diane McLaughlin, Programs Subcommittee Chair.
The discussion concerned results to date on the draft comparative
analysis of current, past, and future GWACs, and representative Agency ID/IQ
MACs.

è Report on NITAAC Contract Performance
Mr. Donald Wilson and Mr. Greg Holliday, NITAAC Senior Contracting Officers, reported on NITAAC contract performance as of the end of February 2007.
• ECS III has an inception-to-date award total of 62,595 orders for a total value of $1.2B.
• IW2nd has currently awarded 467 Delivery Orders with a value of $71.3M and 43 Task Orders with a base award value of $13.2M and an option value of an additional $7.2M.
• CIO-SP2i has 489 awarded Task Orders with a base value of $1.6B and an option year value of $6.6B if all options are exercised.
è Open Discussion/Potential Agenda Items for the Next Meeting
The next IAC Meeting will be held on Thursday, April 19th from 10:00 A.M.–11:30 A.M. in Bldg. 6100 Executive Blvd., in Conference Room 6D01. The IAC will, at a minimum, discuss the results of the collaborative efforts of the subcommittees on the GWAC comparative analysis and the subcommittee minutes as presented by each Subcommittee Chairperson, NITAAC Contract Performance, and the ongoing efforts of the NITAAC Outreach and Education Team.
