The Wednesday, October 18, 2006 Meeting Minutes Follow:

è  Opening Remarks - Mr. Victor E. Powers, NITAAC Program Director

Victor Powers welcomed everyone and kicked-off the meeting.

     

è Rising Star Awarded to One of NITAAC’s Own Mr. Victor E. Powers

The IAC congratulated Mr. John Chiu, Jr. and honored him for being selected as one of the 53 national AFCEA Rising Star Award winners from Federal Government, state and local government, and industry.

 

è       Discussion of Planned NITAAC Vendor Business Meeting   Mr. Victor E. Powers, NITAAC Program Director

 

The major new business topic for this IAC was the upcoming agenda for the NITAAC Vendor Business Meeting.  The NITAAC Vendor Business Meeting is scheduled for November 17, 2006 at the Neuroscience Bldg., 6001 Executive Blvd., Conference Rooms C &D (immediately adjacent to the NITAAC Building).  Discussion topics centered on Topics for NITAAC to cover, potential guest speakers, The IAC recommended that a guest speaker from EPA discuss the new EPA and OMB initiative for the Electronic Product Environmental Assessment Tool (EPEAT) that informs Federal Government buyers about computer products that are environmentally efficient.  When buying new products, Government customers are being encouraged to comply with the EPEAT standard that is endorsed by the nonprofit Green Electronics Council. The EPEAT standard and Tool was developed with funding by EPA. Another potential guest speaker, Karen Evans from OMB, was also discussed by the IAC.  The IAC also discussed that the NITAAC Business Meeting should address upcoming changes to the GWACs themselves in 2007 and beyond and recommended that the IAC and IAC subcommittees provide a short presentation on what they do.

è  NITAAC’s Outreach/Upcoming Shows                                                                             

Kristen Rohr and Bob Gober from CTS, NITAAC New Business Support, presented updates on the Marketing Programs and the NITAAC Outreach and Education Team.

Kristen Rohr provided an update on the NITAAC Learning Center that is almost ready for roll-out and the upcoming NITAAC Newsletter scheduled for November.

Bob Gober, from CTS and Greg Holliday, NITAAC Senior Contracting Officer provided lessons learned and results of their visit to the AFCEA C4IST Show at Ft. Huachuca, Arizona from October 3rd-5th. Bob Gober also reported on the NITAAC Marketing Efforts he conducted at the various military bases in the Norfolk/Hampton, VA areas in early October as well.

è  NITAAC Webinar October 12th Update                                                                            

The IAC discussed the excellent Webinar conducted by Dr. Steven Kelman, Weatherhead Professor of Public Management at Harvard University’s John F. Kennedy School of Government, and former Administrator, Office of Federal Procurement Policy, 1993 - 1997 and Ms Diane Frasier, NIH on “The Future of GWACs---Choices, Options, and Benefits”. 

All thought that it was an excellent and positive effort and the IAC recommended more of these.

Each of the Subcommittee Chairs above reported on the status of their subcommittee efforts.  All plan to address the results at the upcoming NITAAC Vendor Business meeting on November 17th.  Key among the reports was the excellent results of the Marketing Subcommittee whose minutes are attached. è Report on NITAAC Contract Performance                                                                         

Mr. Greg Holliday, Mr. Donald Wilson, and Ms. Millicent Manning, Senior Contracting Officers, NITAAC reported on NITAAC contract performance as of the end of September 2006 with the following:

·        ECS III has an inception to date total of 60,393 orders for a total value of $1.2B.

·        IW2nd has recently added numerous CLINs to its portfolio.  Currently awarded are 464 Delivery Orders with a value of $71M and 43 Task Orders valued at $17.4 in initial award value (w/ options $13M additional).

·        CIO-SP2i now has 474 awarded Task Orders with a base year value of $1.6B and an option year value of $6.2B if all options are exercised. 

Mr. Greg Holliday also discussed with the IAC that the closing date for CIO-SP2i task order will be one year beyond the closing date of the basic contract. Thus, task order may be extended to 20 Dec 2011 and no further.

 

NASA SEWP and OMB and GSA's Efforts in the GWAC Arena                                         

Mr. Rusty Wall, IAC Co-Chair, led a discussion with all concerning the ongoing efforts by GSA to revitalize their GWACS and recent articles concerning the NASA SEWP GWAC.  As a part of the discussion, recent articles in Government Contract periodicals were discussed addressing the environment for non- GSA GWAC Programs, and the ongoing OMB and other oversight efforts in the GWAC arena.  Included in the discussion was an article that just appeared concerning GSA taking over the COMMITS NexGen GWAC from the Commerce Department.  COMMITS NexGen is focused on small and disadvantaged businesses.

è  Open Discussion/Potential Agenda Items for the Next Meeting-

The next IAC Meeting will be held on Thursday, November 30th from 10:00 A.M. -11:30 A.M in Bldg. 6100 Executive Blvd., in Conference Room 6D01.  

 

The IAC will, at a minimum, discuss the results of the NITAAC Vendors Business Meeting and the subcommittee minutes as presented by each Subcommittee Chairperson, NITAAC Contract Status, and the ongoing efforts of the NITAAC Outreach and Education Team at our next meeting.

Your input is requested on any new agenda items for the next IAC meeting.  Please propose your desired agenda items or your desire to participate on the IAC Subcommittees as a new member.
