The Thursday, August 21, 2008 Meeting Minutes follow:

      èOpening Remarks                                                                              Mr. Antonio R. Rodriguez, Acting Associate Director, Office of Logistics and Acquisition Operations

      Mr. Antonio R. Rodriguez welcomed everyone to the IAC meeting on behalf of Ms. Diane Frasier who had just been called to another meeting.

     

è   Update on the CIO-SP-New Contract                                              Ms. Wanda F. Russell, Acting Deputy Program Director NITAAC

Ms. Wanda F. Russell provided an update to the IAC on the status of CIO-SPNew. NITAAC is currently evaluating the over 100 responses it received and is in the process of developing an acquisition strategy for submission to and approval by OMB. In parallel, with its submission to OMB, NITAAC also plans to request a sources sought via FED BIZ Ops at approximately the same time.

Ms. Wanda F. Russell provided an update to the IAC on the status of its invoice payment efforts and close coordination with the NIH Office of Financial Management.  This has NITAAC’s highest priority and coordination efforts are working.  New issues are being corrected quickly.   The most common problem requiring NITAAC intervention continues to be contractor submission of invoices with incorrect identifiers, contract numbers, NBS numbers, or a COTR signature.

Ms. Wanda F. Russell provided an update to the IAC on the status of the NITAAC Helpline.  It has been a rousing success and it has been instrumental in getting issues resolved quickly.  Please note the number 1-888-773-6542.

Ms. Wanda F. Russell provided an update to the IAC on the upcoming marketing efforts on behalf of Ms. Joycelyn Bacchus.  Recently, these efforts have included the NCMA World Congress, The AFCEA Conference at Ft. Belvoir (which resulted in two new task orders), the OSDBU Conference in April, the Denver Tech Expo and Peterson AF Base Expo, the DISA Industry Partner Conference, the NARA Records Conference, The NASA SEWP Conference, and the EUCOM AFCEA Conference last month.

Ms. Wanda F. Russell provided an update to the IAC on the status of its NBS implementation.  One of the items that the NITAAC COs are struggling with is the impediments in the NBS to accepting modifications to existing task orders.  NITAAC is working with the NIH NBS team to make modifications to the system to ease this process.

Ms. Wanda F. Russell provided an update to the IAC on the status of its collection of NIH fees from Vendors.  Problem: Many vendors are not paying the NIH fees due in a timely manner. In order to assist in tracking these overdue payments to NIH, all vendors are encouraged to provide additional detail in their monthly orders reports on any efforts they are making and the status of those efforts, by task order for any overdue NIH fees.

Ms. Diane McLaughlin provided an update to the IAC on the status of its inputs to the NITAAC concerning comparison of contract vehicles.

 

  Marketing                                                                                     Ms. Geralynn Franceschini

Ms. Geralynn Franceschini could not attend the meeting and Linda Martin, on her behalf, noted that there was no subcommittee meeting in July or August.

 

  Government Affairs                                                                                   Ms. Debbie Rieger

Ms. Debbie Rieger and Ms. Cindy Kendall provided an update on upcoming legislation that could affect GWAC contracts- see the attachment that was supplied at the IAC.

 

è  Report on NITAAC Contract Performance                                              Ms. Wanda F. Russell

Ms. Wanda F. Russell reported on NITAAC contract performance as of the end of July 2008.

     CIO-SP2i has 545 awarded Task Orders with a base value of $1.8B and an option year value of $7.1B if all options are exercised. (23 new task orders this FY)

   ECS III has an inception-to-date award total of 67,190 orders for a total value of $1.34B. (1846 new delivery orders this FY)

è  Open Discussion/Potential Agenda Items for the Next Meeting

The next IAC Meeting will be held on the 3rd Thursday of October, October 16th, from 10:00 A.M.–11:30 A.M. in Bldg. 6100 Executive Blvd., Conference Room 6D01.  The IAC will, at a minimum, discuss the status of the CIO-SPNew procurement, the subcommittee minutes as presented by each Subcommittee Chairperson, NITAAC Contract Performance, and the ongoing efforts of the NITAAC Outreach and Education Team.
