Powers welcomed everyone to the IAC meeting.
è New DoD MIPR Funding Procedures for Assisted Mr. Victor E. Powers
Acquisition Services NITAAC Program Director
Victor Powers provided the IAC with a new DoD memorandum requiring major changes in the NITAAC business process for task and delivery orders where DoD uses NITAAC for assisted services. (Click on OSD Comptroller memorandum dated March 1, 2007 to view the same.) Please note that these procedures only apply to those few tasks where DoD is using NITAAC’s assisted services and is paying a 2 ½ % NIH fee directly to NIH.
In summary, where, in the past, DoD has MIPRed funds to
NITAAC to use for a period of time (usually one quarter or longer) in advance
of the invoices being sent by contractors, the new memorandum and associated
DoD policy stops that practice inside DoD.
No more provision of advanced funding by DoD can be expected. Accordingly, as a result of meetings between
NIH and OSD comptroller and General Counsel staffs, a new procedure has been
agreed upon by all and it will be provided to all DoD customers. In essence, under the new procedure, NIH will
make awards based on the DoD’s established financial obligation of providing
funding through the IPAC (electronic payment) process. Then, as each invoice is submitted into NIH’s
New Business System, after COTR and
One additional point worthy of mentioning, NIH has moved to a New Business System (NBS). Accordingly, all NITAAC contracts should be receiving contract modifications that provide new invoicing instructions. The NBS is a tailored COTS product that, among other things, will require NITAAC to revise the awarded contract numbers, and it will eliminate the use of ROC numbers for NIH funded tasks. Details on these changes will by provided shortly to all contractors directly for the contracts affected.

è Collaborative Efforts of Subcommittees
in Ms. Diane McLaughlin
Developing GWAC Comparative Analysis Chairwoman of the Programs Subcommittee
Ms. Diane McLaughlin,
Programs Subcommittee Chair led a roundtable discussion with the IAC on the
detailed results and associated analytical roll-up of the comparative analysis
of current, past, and future GWACs, and representative Agency ID/IQ MACs. The results will again be presented and
discussed at the combined July/August IAC meeting.
è Report on NITAAC Contract Performance
Mr. Donald Wilson and Mr. Greg Holliday, NITAAC Senior Contracting Officers, reported on NITAAC contract performance as of the end of May 2007.
• ECS III has an inception-to-date award total of 63,526 orders for a total value of $1.3B.
• IW2nd has currently awarded 468 Delivery Orders with a value of $71.3M and 43 Task Orders with a base award value of $13.2M and an option value of an additional $7.2M.
• CIO-SP2i has 494 awarded Task Orders with a base value of $1.6B and an option year value of $6.7B if all options are exercised.
è Open Discussion/Potential Agenda Items for the Next Meeting
The next IAC Meeting will be held on Thursday, August 2
from 10:00A.M.– 11:30 A.M. in Conference Room 6D01, Bldg
The IAC will, at a minimum, be presented with and discuss the results of the collaborative efforts of the Programs subcommittee, lead by Diane McLaughlin and the recommendations to the IAC as a result of an analysis of the SARA Panel recommendations conducted by the Government Affairs Subcommittee lead by Dwight Chamberlain.
In addition, NITAAC Contract Performance and the ongoing efforts of the NITAAC Outreach and Education Team will be presented.

next IAC meeting. Please propose your desired
agenda items or your desire to participate on the IAC Subcommittees as a new
