The meeting began with the administrative items as follows:

 

 

The meeting then moved on to discuss the council business as follows:

 

1.  ECS3 – An update on the ECS3 progress was given.  NITAAC is working on allowing SB and 8(a) credit on the contract but will not be a set-aside lot.  They are working with the SBA on this topic.  SBA has come back with a request for some changes in the language and NITAAC is currently working on that change now.  It is expected that it will take approximately a week to complete it. Once that is completed, NITAAC will re-submit the package to SBA.  The RFP cannot be released until the SBA signs the form 653. 

 

Also a request is made to NITAAC to post the Q/A’s and list of Bidders Conference attendees on the NITAAC website.  NITAAC is still anticipating on awarding ECS3 prior to the end of this FY, however the option to extend ECS2 will be considered depending on the timing of ECS3 award.

 

2.  8(a) credit on NITAAC contracts – Victor Powers gave an update on the response from industry to the 8(a) credit program. He felt that he had received good response from industry on these programs; 14 SB have signed up to participate in the 8(a) program and 12 LB have signed up to participate in the Pilot Program.  Victor is now working to get an appointment with SBA next week to present these programs for acceptance by SBA.

 

3.  Executive Agency Status – NITAAC has completed the required Semi-Annual Report to OMB as required for the executive agency status program.  Even though it is a lot of effort, NITAAC is committed to this program.  NITAAC has put a lot of efforts into these reports to ensure good standing with OMB, and they have been complimented by OMB that theirs is one of the better reports OMB has seen for this program.

 

4.  E-Gov portal – Greg Holliday reported that the NITAAC On-line Ordering System (NOOS) task order request was posted under the CIO-SP2 contract under C-1249 task order number.  He further reported that 10 proposals were received by NITAAC on this task.  Orals presentations are scheduled through July and decision is expected some time in August.

 

5. Homeland Security (HLS) – Elmer Sembly reported that NITAAC has been marketing to Congressman Weldon in the Congressional of the Fire Caucus re: utilizing NITAAC contracts for HLS needs. Congressman Weldon is a strong advocate of first line respondent and is interested in how the firefighters can get equipment quickly to support their needs.  Elmer is also working on a meeting with the deputy director for Tom Ridge to discuss the use of NITAAC contracts for HLS needs.  Elmer also encourages industry partners with HLS capabilities to contact June Evans so that NITAAC can better understand and leverage the available capabilities on the various NITAAC contracts.

 

6.  Marketing Efforts – June Evans reported that NITAAC is currently engaging in many marketing activities:  A summary is given as follows:

Advertisement – NITAAC has placed a full page advertisement of their contracts in the GCN. It is expected to come out in early July and is in the GWAC Buyer’s guide edition.

Conference – NITAAC is participating in the e-gov conference on 26-27 June 2002.  As a matter of fact NITAAC is going to be one of the recipient of the Pioneer Award for e-gov which will be presented at the conference.  Also, as part of giveaways, NITAAC will allow the conference attendees to get their picture taken with NIH executives.  Their pictures will then be put in a very nice photo frame with NITAAC logo on it, nicknamed “Trailblazer”.

Website – NITAAC is also working on a new look for their website.  This new look will be showcased at the e-gov conference.  A CD Rom is also being produced to introduce NITAAC and NITAAC contracts to customers.  This CD Rom will also point them to the NITAAC website.

Radio show – June Evans is also working with WTOP radio station to put together a radio show which will be sponsored by NITAAC called “The NITAAC Hour”  This show will also be available via the WTOP website @ www.federalnewsradio.com.  The format is still TBD but is expected to include panel discussion and guest speakers on hot initiatives.  June is expected to meet with NIH senior executives on 8 July 2002,  Once the concept is approved, the NITAAC contractors including both prime and subcontractors will be invited to a marketing event to discuss resource sharing.  The contractors who participate will get commercial spots as well as be invited to participate on the panel discussion.  Currently, NITAAC expects to do a new show every two weeks, but the show will be repeated on the off week so that the NITAAC hour will be on every week.

 

7.  Annual Award Ceremony – Discussion on NITAAC Award Committee recommendations was postponed until next meeting.

 

8.  NITAAC Quarterly meeting – NITAAC is going to be putting together an all hands quarterly meeting.  One challenge they are facing is that all the COs are extremely busy from now through the end of September.  Victor Powers and Elmer Sembly will be discussing on how to get this accomplished.  Assistance from the contractors will be required to get this accomplished.  More details on the assistance needed will be discussed in the next meeting.
