The meeting began with the administrative items as follows:

 

 

The meeting then moved on to discuss the council business as follows:

 

1.      Ms. Millicent Manning presented an ECS3 progress update – All major procurement issues have been addressed clearing the way for an RFP to be released around the end of May.  The OEM question was resolved by requiring OEMs to be considered as a Large Businesses requiring them to propose in four areas.  Small Businesses are still required to bid in two areas only.  All Questions/Answers will be placed on the NITAAC web site for viewing by potential bidders.

 

A problem with unpaid bills is starting to cause the ECS2 office to spend more time on this matter.  The reporting of these unpaid bills will be entered into NIH’s Past Performance System and this database will be consulted during the upcoming ECS3 award evaluation. Additional invoice problems were discovered and investigated with all problems resolved.

 

2.  Mr. Victor Powers reviewed the SBA 8(a) response and distributed a new list of companies that had responded to his request for comments and Letters of Intent. Additional questions were received and used for final preparation for the upcoming SBA meeting.  Mr. Powers requested that all Letters of Intent be a signed hard copy.

 

3.  Mr. Victor Powers detailed the extensive work required to retain the OMB’s Executive Agency Status. Several reports and forms must be submitted. Additionally, Mr. Donald Wilson stated that DD 294s must be submitted for all three contracts.

 

4. The NITAAC Online Ordering System (NOOS) status was reviewed.  Mr. Greg Holliday stated that the RFP and an extension of one week were granted and all contract award target dates were on schedule with the roll out still planned for October 2002.

 

5. Ms. June Evans stated that the planning continues on the next HLS Symposium. Congressman Kurt Weldon agreed that additional HLS efforts should be placed on “First Responder Agencies”. The Tech TV and Fed News Radio efforts are being reviewed for a one-year period featuring IT speakers and pushing the NITAAC story. The next HLS Symposium should be held in a couple of months.

 

6.  A discussion about NITAAC advertising efforts for end of the FY 02 monies was entertained by both Dr. Leamon Lee and Mr. David Ramos.  They also commented that any ads created should stress the speed that the NITAAC contracting brought to the procurement process. Additionally, the new successful efforts of processing MIPRs had added much success to the services provided by NITAAC.

 

7.  Dr. Leamon Lee stated that trade show contacts had been followed up by Mr. Robert Bates. Additionally, both Dr. Lee and Mr. Greg Holliday took the calls received about the NITAAC offering.  Both trade show contacts and calls to the NITAAC offices had been followed up and had added to the further marketing of all contracts.

 

8.   Mr. Victor Powers asked the IAC members what activities the primes had conducted to help their subcontractors. Several statements were made on current efforts like brown bags sessions for the subs.  Ms. June Evans stated that the subs could call her to help contribute the future marketing efforts.  Mr. Don Wilson said that primes should be passing on issued T.Os via Email to their subs.  Additional recommendations were offered that each sub should update their primes on any new capabilities they might have acquired since their last update.

 

9.  Dr. Leamon Lee reviewed the successes of the Army Reno trade show stating that NITAAC was well received and that the NITAAC story was presented at the conference. Additionally, Dr. Lee informed Army show leaders that the monies issued had been resolved for payments to the Army. Dr. Lee also stated that Army orders had increased substantially. The Army DOIM conference had also received good reviews.

 

10. NITAAC Award Committee recommendations were presented by Ms. Diane McLaughlin.  Ms. McLaughlin proposed the setting up of subcommittees with both primes and subs. The subcommittees will report to Ms. McLaughlin and Ms. June Evans for coordination during monthly meetings.  An action was taken by Ms. Evans and Ms. McLaughlin to produce the structure of the subcommittees and announce the first monthly meeting to get the work of the Committee underway.  The next NITAAC Awards can be better managed.
