Opening Remarks by Victor Powers, NITAAC acting IAC Chair
Victor Powers notified the
committee that Diane Frasier had a short notice conflict that precluded her
attendance.
NITAAC Outreach- Mary Alice Johnson
Mary Alice Johnson from
NITAAC’s outreach program provided an updated list of proposed shows and costs
to NITAAC that are planned for attendance by NITAAC. She briefed concerning her marketing results
at FOSE from March 7th to March 9th.
Mary Alice also provided
an updated list of shows where NITAAC will be exhibiting (see attachment).

ECS III RFQ system and training/pilot status- Bruce
Thorner
Bruce Thorner briefed on the
ECS III RFQ system currently being piloted.
The enhancements include an electronic means to exercise the Fair
Opportunity Process, to include exceptions, and allow contractors to attach
proposals.
NITAAC is conducting a
focus group for training/testing on the new system on Thursday, March 23rd
at 6120 Executive Boulevard at 9:00 AM. Linda
Martin, NITAAC Business Development is assisting Bruce Thorner and Millicent
Manning with all the outreach efforts on the new system.
Proposed IAC and subcommittee Membership - Results
Membership Development – Rusty Wall
As a result of the
membership enhancement efforts for both the IAC and the subcommittees, an
additional 17 people from 15 different companies have expressed interest in
joining. These volunteers were asked to
participate as either IAC or subcommittee members. (See the attached list of
new IAC and IAC Subcommittee members) The proposed list was distributed at the
IAC meeting and interim subcommittee chairpersons were chosen. They are:

Proposed Agenda Items for IAC Subcommittees- Rusty
Wall
The IAC was asked to review
the draft agenda items for the IAC Subcommittees. IAC discussion items included the overlap
between items on the Marketing Subcommittee with items on the Programs
Subcommittee.
Each interim subcommittee
chairperson was asked to review the proposed agenda items (attached to these
minutes) and to convene a subcommittee meeting and report back at the April
meeting on their concurrence or changes to the proposed agenda. Please contact Rusty Wall or Victor Powers
for any questions. The subcommittee
Chairpersons also agreed to solicit additional members for each
subcommittee. Please note that at least
one NITAAC representative also volunteered for each of the subcommittees.
NIH Office of Financial Management (Payment Office)
Process – Victor Powers
As a result of IAC
discussions concerning invoice payment issues external to NITAAC at the NIH Office
of Financial Management’s Accounts Payable Office, Diane Frasier arranged a
meeting with the Director, Office of Financial Management and his staff. On behalf of Diane, Victor Powers reported on
the results of NITAAC’s meeting with the NIH Director, Office of Financial
Management to address possible process enhancements as recommended by the IAC. Discussion items included that the major
reason that there have been invoicing issues is that invoices are not always
accurately prepared with the necessary information (i.e., correct tax
identification numbers, etc.). Other issues
included invoices not being received via mailings to the Accounts Payable Office
or mistakes related to information on the invoice documents. The Office of Financial Management suggested
that contractors use the NIH Office of Financial Management’s web site to fully
monitor invoice payments. The Office of
Financial Management’s customer service representatives can assist with invoice
issues as well as the suggested use of the on-line invoice reporting
system. The web site can be accessed at:

TAX-ID: PURCHASE ORDER: ORDER INVOICE:
The help button tells you
how to find these three data elements on your awarded task order and it should
also be on the submitted invoice.
Please access this web
site and you will get real-time status on any of your invoices including the future
payment date- but remember that it takes a few days after the invoices are
received at the NIH Accounts Payable office before the invoices are manually
entered into the system and the status of each invoice is posted. If you have an old invoice that is not posted
or paid, then it’s recommended that you resubmit it as a substitute or
replacement.
NITAAC Outreach- Mary Alice Johnson
Mary Alice Johnson from
NITAAC’s outreach program also provided an update on NITAAC’s plans for a Vendor
and Customer Newsletter with articles and information from both Diane Frasier
and Victor Powers. Tentative plans are
to post this newsletter by email monthly and by posting it on the NITAAC web
site.
Contract Reports for CIO-SP2i, IW2nd, and ECS III - Greg Holliday, Donald Wilson, Millicent Manning
CIO-SP2i now has 428 awarded Task Orders with a
base year value of $1.4B and an option year value if all options are exercised
of $5.5B.
Donald Wilson reported 42
Task Orders on IW2nd with a value 0f $16.3M
and 586 Delivery Orders with a value of $87.8M.
Millicent Manning reported
a new total of 2,500 delivery orders for
FY 2006 on ECS III valued
at $26.6M.
Open Discussion/Potential Agenda Items for the next
Meeting
Proposed agenda items for
the next meeting included decisions on the final make-up of the IAC
subcommittees and agreed agenda items for each.
NITAAC will also discuss results of the ECS III RFQ system
training/pilot session.
Another agenda item for the
next IAC meeting will be NITAAC and contractor participation at contractor
functions, exhibits, conferences, and booths. This will be a marketing feature for future
NITAAC outreach efforts. Please contact
