Final NITAAC Industry Council Meeting Minutes

The meeting began with the administrative items as follows:

The previous minutes are still under reviewed for approval.

The meeting then moved on to discuss the council business as follows:

1. Dr. Leamon Lee updated the council on the SBA 8(a) status stating that the SBA had sent documents to his office to add two provisions to the contracts.
Mr. Victor Powers is planning two meetings for both the Non-8(a) and 8(a) primes to discuss the SBA action. The proposed dates are:

March 26th, 2002 from 9:00 a.m. to 12:00 p.m. for Small Businesses
April, TBD from 1:00 p.m. to 3:00 p.m. for Large Businesses
Dr. Lee will communicate to the SDB information received from these meetings.

2. The NITAAC End of Year Accomplishments and Award Ceremony (NEYAAC) planning committee update was presented by Ms. Diane McLaughlin. Several
ceremony details had been worked including the announced date of April 2nd, 2002. There would be 2 seats available per vendor for $100.00 each and if
additional seats were available, additional seats could be procured for $100.00.

3. An ECS3 update was presented by Mrs. Millicent Manning including the proposed completion of the SOW by end of March. A Pre-Solicitation Conference
had been scheduled for April 3rd , 2002. Dr. Leamon Lee stated that an aggressive schedule would be deployed to meet the ending of the ECS2 contract in
September with the RFP projected in June. Mr. Elmer Sembly III said that his marketing group was actively pursuing industry survey comments to ensure that
lessons learned from ECS2 and any new ideas would be incorporated in the new ECS3 contract. The duration of the ECS3 contract was still being reviewed so
technologies could be refreshed. Additionally, there were efforts underway to keep the ECS3 primes active on their contracts or they would lose their contract
positions.

4. The NITAAC Online Ordering System (NOOS) status was reviewed. A CIO-SP2 RFIT had been issued to help formulate the upcoming T.O. Additionally, a
tracking system had been developed to support the large increase in MIPERS being processed by Mr. Greg Holliday’s CIO-SP2 office.

5. Co-Marketing efforts were underway to help support the Army/NITAAC MOU. NITAAC would support the upcoming Army Trade Show in May 2002.
Additional efforts to support the Army/NITAAC included cutting the Army a NITAAC T.O. agreed upon percentage check.

6. Mr. Elmer Sembly III explained his marketing group’s efforts to expand work under the HLS series with the next event being held at the Ronald Regan Center.
A list of top speakers in law enforcement had been engaged by Mr. Robert Bates for this conference to help draw a large audience.

7. The following contract status reports were given by the respective NITAAC contracting officers:

· CIO-SP – 115 T.Os = $231M and $1B in follow-on contracts;
· IW2 – 19 T.Os = $14M and 54 D.O = $9.5M;
· MEG – $4M; and
· Leasing – This contract is still trying to get momentum and new ideas are being reviewed like trade-ins to help improve this new contract

8. The next NITAAC IAC Council Meeting will be held March 21st, 2002 at 11:30 a.m. in Dr. Leamon Lee’s briefing room.
