Personal Services Contracts

A Personal Services Contract (PSC) is an employment contract between CDC and an individual. The PSC creates an employer- employee relationship that allows CDC to exercise supervision and control over the contractor performing roles and responsibilities outlined in the contract. CDC PSCs may be used to employ U.S. citizens or third country nationals and are limited to services provided outside the United States. PSCs may not be used to employ host country nationals (defined as citizens or "permanent" legal residents of the host country), who are hired in the host country through the U.S. Embassy.

POSITION TITLE:
HIV/AIDS Prevention Program

BASIC SALARY:
$67,260 to $107,180 per year -- Final compensation will be based on individual salary history, work experience, and educational background.

DUTIES AND RESPONSIBILITIES:
The HIV/AIDS Prevention Program Advisor (hereafter referred to as Incumbent) serves as a member of the PEPFAR Interagency Technical Team for Prevention. The PEPFAR Interagency Technical Team for Prevention provides overall direction and determines the budget allocation for all PEPFAR Prevention activities in Kenya. The Prevention Section Chief has responsibility for the overall direction of prevention activities of CDC-Kenya. This position serves as a technical advisor to the Prevention Section Chief and works with the PEPFAR team in-country and with governmental and non-governmental organizations to integrate prevention activities across all content areas. As such, this position requires regular interaction with people outside of the CDC Office. Incumbent often acts independently in performing tasks but is expected to bring difficult issues that may impact prevention activities in Kenya to the Prevention Section Chief for resolution.

Incumbent provides expert guidance to improve HIV/AIDS prevention and other related interventions with relevant Government of Kenya (GOK) Ministries (e.g., Ministry of Health [MOH] and National AIDS and STI Control Program [NASCOP]) and other governmental and non-governmental partners involved in the national fight against HIV/AIDS. As a member of the PEPFAR Interagency Technical Team for Prevention, incumbent serves as a specialist for implementation of specific HIV/AIDS prevention activities. Incumbent has primary responsibility for CDC-GAP activities in Nairobi but will also assist country-wide as needed. Although work is conducted within the CDC-GAP team in Nairobi, incumbent collaborates with the broader PEPFAR team to strengthen a unified approach to HIV prevention in Kenya. Incumbent provides knowledge to support existing prevention efforts as well as to contribute to the design, development and integration of prevention strategies across all program areas of PEPFAR Kenya. Incumbent participates in the development of Country Operational Plans (COP), annual work plans, and regular progress reports related to the prevention portfolio for CDC GAP, OGAC, and other collaborating partners.

DUTIES AND RESPONSIBILITIES: The Laboratory Services Advisor (hereafter referred to as Incumbent) independently provides support services to satisfy the overall operational objectives of the President's Emergency Plan for AIDS Relief (PEPFAR) that are implemented by the Centers for Disease Control and Prevention (CDC), Global AIDS Program (GAP) in Lesotho by serving as the primary technical expert and point-of-contact for all USG activities to improve the capacity for training and education, information systems, standards and quality assurance, and strengthening the laboratory infrastructure, blood transfusion network, and infant diagnosis program in Lesotho. Incumbent provides guidance on scientific, policy and practices associated with the laboratory infrastructure, blood safety, and infant diagnosis programs. This includes the development, modification, and/or adaptation of appropriate technical strategies and tailored approaches for improving laboratory infrastructure, blood safety, and infant diagnosis activities. Incumbent makes recommendations to USG and Ministry of Health and Social Welfare (MOHSW) counterparts on approaches to enhancing and improving these technical services and activities in Lesotho. In collaboration with various stakeholders, the Laboratory Services Advisor is responsible for establishing program priorities for the USG team in Lesotho. S/he has responsibility for organizing strategic planning exercises, coordinating the implementation of laboratory infrastructure, blood safety, and infant diagnosis programs, and ensuring that USG strategy for these service delivery components are in line with national policies. Incumbent works to achieve consensus among stakeholders on plans, approaches, and respective roles for USG, MOHSW, and other collaborating partners. Incumbent plays a major role in updating laboratory and blood safety guidelines, training materials, and in organizing the training of laboratory personnel and health care providers to improve the quality of HIV laboratory and blood testing services.
