Position Overview

The Hydrodynamic Experiments (HX) Division is responsible for executing and diagnosing tests of explosive assemblies in support of Defense Programs and Threat Reduction missions. The HX-4 Dual Axis Radiographic Hydrodynamic Test (DARHT) Experiments and Diagnostics Group conducts experimental design, fielding, and analysis for core punch hydro tests at DARHT and JOPIN hydro tests at LLNL. The HX-4 Group Leader reports to the HX Division Leader and serves as a member of the HX Division management team, providing leadership and line management for personnel assigned to this group. This position will partner with the leadership team to develop and execute division and laboratory technical strategies, while increasing efficiency in hydrodynamic testing. The successful candidate will promote a work environment suitable to efficiently resolve crosscutting technical issues, and will be an advocate for HX Division's technical accomplishments and capabilities. The successful candidate will manage group budget, schedules, and personnel issues; will serve as the first line manager for HX-4; and will demonstrate commitment to a diverse work force and AA/EEO policies. As a member of the Division management team, the GL is responsible for promoting safety, security, and quality in all operations; mentoring and developing personnel; promoting teamwork within the division and across the Laboratory; and demonstrating the behaviors that promote a positive work environment.

Key Position Requirements

REQUIRED SKILLS 1. Demonstrated technical knowledge and record of achievement in designing, fielding, and performing analysis on large-scale weapons experiments, e.g. core punch or JOPIN hydrodynamic experiments. 2. Demonstrated technical knowledge and record of achievement in performing work in an environment compliant with conduct of operations and engineering. 3. Demonstrated leadership and management ability in the execution of technical projects, as well as the ability to motivate others to identify and successfully address technical challenges. 4. Demonstrated oral and written communication skills and the ability to assimilate, evaluate, and communicate technical information. 5. Demonstrated interpersonal skills, including the ability to work well with all levels of personnel and customers to foster cooperation and collaboration in a team environment. 6. Demonstrated success in modeling professionalism and excellence in adhering to high technical standards and behavior. 7. Demonstrated commitment to Laboratory goals in the areas of health and safety of workers and the public, environmental protection, safeguards and security management, workforce diversity, and employee development. 8. Ability to obtain a Q clearance. DESIRED SKILLS 1. Significant experience in more than one of the group's mission areas including experimental diagnostics, analysis, or Area I & II experiment execution and analysis. 2. Formal management training or demonstrated record of professional enrichment. 3. Previous experience with Laboratory administrative policies including performance and salary management activities. 4. Working knowledge or prior experience in the coordination of multi-Laboratory programs with Los Alamos, Lawrence Livermore, and/or Sandia National Laboratories, encompassing stockpile stewardship issues. EDUCATION BS, MS, PhD in a science or engineering field relevant to the HX mission.

Summary

Serves as a business unit/group manager overseeing research and development employees and activities within one of the following disciplines: biological science, chemical science, earth science, materials science, physical science, engineering, or information/computing science and/or engineering.

Job Duties

  1. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Serves as a model for the business unit/group in areas of safety and security behavior. Serves as a responsible steward of the environment and increases awareness of environmental laws and standards.
  2. Responsible for the overall management of scientists/engineers, skilled support employees, and all reporting research and development managers within a research and development unit/group.
  3. Manages the planning and coordination for multiple research and development activities, experiments, and processes for new technological initiatives and/or products at a research and development unit/group level.
  4. Establishes research and development unit/group objectives and annual work plans and delegates assignments to reporting research and development managers. Responsible for recommending solutions, monitoring implementation status, and reporting progress towards research and development unit/group objectives and improvements, including work scope, technical capabilities, schedules, budget, and operations.
  5. Ensures and models management behaviors to define and improve work flow and works cooperatively and jointly to provide quality seamless customer service.
  6. Provides counsel, advice, and assistance to employees and management on matters dealing with government legislation, Department of Energy (DOE) contract compliance, and/or Laboratory policies or procedures to ensure compliance.
  7. Provides guidance, interpretation, and direction regarding policies and programs concerning research and development activities. Develops and implements updated processes and procedures in a timely manner.
  8. Ensures proper communication to research and development unit/group employees on the implementation of research and development policies, procedures and practices.
  9. Directs preparation of concise studies on complex subjects for senior-level management; identifies problem areas, investigates alternative solutions, determines cost implications, and selects and implements short- and long-term solutions to problems or opportunities for improvement.
  10. Responsible for the research and development unit/group budget; reviews applicable segment of budgets in relation to research and development objectives to ensure cost effectiveness.
  11. Directs the administration of research and development employees including, forecasting staffing requirements, adhering to action-oriented programs to address affirmative action placement goals, directing assignments, assuring workforce development, monitoring performance, and initiating personnel actions.
  12. Fosters a mutually respectful work environment that is free from discrimination and harassment.

  • Advanced knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory policy and government regulations affecting research and development activities, projects, and/or initiatives.
  • Advanced knowledge of and proven ability in implementing, enforcing, and providing guidance for Laboratory objectives and other statements of policy, practice, and/or procedure.
  • Advanced knowledge of and proven ability in budget preparation and oversight.
  • Advanced knowledge of and proven ability in management, supervision, and development of assigned employees.

Education

  • Minimum requirement is a bachelor’s degree in science or engineering.

Direction

A. Supervision Received

§           Works under nominal supervision.

§           Provides functional and operational direction to reporting research and development managers and technical, operational, and administrative staff.

§           External contacts may include parent companies, government agencies, and professional and community organizations.

§           Participates in peer review at research and development unit/group, organization/division, and possibly Laboratory-wide levels.
