Summary

Provide technical and non-technical training and education program services to Los Alamos National Laboratory. Work with customers and stakeholders to design, develop and implement training programs in accordance with applicable regulatory drivers and contractual requirements. Evaluate and assess Laboratory training program effectiveness. Represent the Laboratory before regulatory agencies on matters pertaining to the institutional training program. Provide resolutions to a diverse range of moderately complex problems where analysis of data requires evaluation of multiple factors. Contribute to the development of the organization¿s goals and objectives. Work under limited direction. Demonstrate good judgment in selecting methods and techniques for obtaining solutions. Determine approach to solutions, plan schedule and arrange own activities in accomplishing objectives. An experienced professional with a full understanding of specialized area plus working knowledge of other related fields. This job is a fully qualified, career-oriented position. Work is evaluated upon completion to ensure objectives have been met. Safety and security are a primary responsibility for all Laboratory employees. Maintains required safety and security training, assures safety and security compliance, and makes safety and security an integral part of every task, including taking the necessary steps to stop work if continuing the job is unsafe or compromises security. Apply the systematic approach to training in the analysis, design, development, implementation and evaluation of training programs. Work with customers, stakeholders and regulators to assure training programs meet customer needs, regulatory drivers and contractual requirements. Develop, implement and maintain formal qualification and certification programs. Develop and maintain training plans. Evaluate and assess training program implementation. Represent the institutional training program before stakeholders and regulators. Adheres to policies and programs concerning the institutional training program and other applicable policies and programs. Research, assemble, and/or evaluate information or data regarding industry practices or applicable regulatory changes affecting training program policies or programs; recommends sound, practical solutions to moderately complex issues. Foster a mutually respectful work environment that is free from discrimination and harassment.

Required Skills

Comprehensive knowledge of Laboratory policies and procedures pertaining to training. Working knowledge of Department of Energy (DOE) orders and standards pertaining to training. Sound understanding of learning management systems, the Laboratory's training data management systems, and related information data systems (e.g., Data Warehouse). Demonstrated proficiency in the use of common computer-based applications (e.g., Microsoft Office). Working knowledge of Laboratory process for procurement of vendor services. Training science and technology in educational, vocational or technical training disciplines. Instructional system design and development using the systematic approach to training (SAT). Adult learning theory, principles and application. Research techniques and sources for identifying training requirements in federal and state laws, regulations, orders, manuals and standards, as well as other contractual requirements and LANL policies and procedures. Research techniques and sources for identifying the training content to support learning objectives in all assigned training topics. Project planning, organization, scheduling and management. Analytical and problem solving techniques and processes. Consulting techniques and processes. Training metrics including data gathering, collation, analysis, trending, tracking and reporting. Communication and presentation techniques in both written and spoken communications in the English language. Ability to operate classroom audio-visual equipment. Demonstrated excellence in written and verbal communication.

Education

BA/BS, MA/MS or equivalent combination of education and experience.

Pre-Employment Drug Test

The Laboratory requires successful applicants to complete a pre-employment drug test and maintains a substance abuse policy that includes random drug testing.
