Office of Rural Health Policy
The Office of Rural Health Policy administers a number of grant programs that can be used to support rural EMS and trauma system development at local, regional and state levels. Among these are:

• Rural AED
  The Rural Access to Emergency Devices (RAED) Grant Program provides funding to rural communities to purchase automated external defibrillators (AEDs) and provide training in their use and maintenance.
• Outreach

The Office of Rural Health Policy's Outreach Grant Program is designed to encourage the development of new and innovative health care delivery systems in rural communities that lack essential health care services.
• Network
  Network Development Grants provide funding to help rural communities strengthen their health care systems. These grants are designed to further ongoing collaborative relationships among health care organizations by funding rural health networks that focus on integrating clinical, information, administrative, and financial systems across members.
• Rural Hospital Flexibility
  The Rural Hospital Flexibility Program is a Federal initiative that provides funding to State Governments to strengthen rural health. It allows small hospitals the flexibility to reconfigure operations and be licensed as Critical Access Hospital (CAHs), offers cost-based reimbursement for Medicare acute inpatient and outpatient services, encourages the development of rural-centric health networks and offers grants to States to help implement a CAH program in the context of broader initiatives to strengthen the rural health care infrastructure.

Federal Grant Website

Training Materials & Resources

The National Highway Traffic Safety Administration has supported the development of many standardized training programs for EMS personnel. Among these are:

• First Responder
  The First Responder: National Standard Curriculum. These lesson plans serve as the foundation for training public safety personnel in entry level techniques of emergency medical care.
• EMT – Basic
  The EMT-Basic curriculum is intended to prepare a medically competent EMT-Basic to operate in the field. EMT-Basic personnel are prepared to function as primary care givers in a prehospital environment including ambulance operations.
• EMT – Intermediate
  The EMT-Intermediate: National Standard Curriculum (1998) represents the minimum required information to be presented within a course leading to certification as an EMT-Intermediate. The EMT-I can function at levels that include all skills of the EMT-Basic plus additional levels of invasive therapies such as medication administration and airway management.
• EMT – Paramedic
  The EMT-Paramedic: National Standard Curriculum represents the minimum required information to be presented within a course leading to certification as a Paramedic. The EMT-Paramedic can provide care that includes all of the skills of the EMT-Basic and EMT-Intermediate plus a wide variety of other invasive and advanced prehospital techniques.
• Refresher
  Refresher courses are designed to review all of the information contained within the initial course of instruction to ensure continued familiarity and competency will all materials and skills contained within the initial curriculum.

• Emergency Medical Dispatcher
  The Emergency Medical Dispatchers guide is intended to provide appropriate EMS personnel (like the EMS administrator and communications administrator) with a guide to assist them in the planning and implementation process.

• Federal Emergency Management Agency
  FEMA provides many programs, courses, and materials to support emergency preparedness and response for emergency personnel as well as the general public.
• Department of Homeland Security
  Homeland Security leverages resources within federal, state, and local governments, coordinating the transition of multiple agencies and programs into a single, integrated agency focused on protecting the American people and their homeland. This page provides a comprehensive list of training and education resources available from USFA, including course offerings from both the Emergency Management Institute (EMI) and the National Fire Academy (NFA).
• National Council of State EMS Training Coordinators
  The National Council of State EMS Training Coordinators promotes the training of Emergency Medical Services personnel based on sound educational principles, current medical knowledge and practice.
• National Association of EMS Educators
  The National Association of EMS Educators mission is to promote EMS Education, develop and deliver educational resources, and advocate research and life long learning.

• Centers for Medicare and Medicaid Services
  The Centers for Medicare and Medicaid Services assures health care security for beneficiaries and will open their programs to full partnership with the entire health community to improve quality and efficiency in an evolving health care system.

• Rural EMS Agenda for the Future
  The rural/frontier emergency medical service (EMS) system of the future will assure a rapid response with basic and advanced levels of care as appropriate to each emergency, and will serve as a formal community resource for prevention, evaluation, care, triage, referral and advice. Its foundation will be a dynamic mix of volunteer and paid professionals at all levels, for and determined by its community.
• National Association of State EMS Officials
  The National Association of State EMS Directors is the lead national organization for EMS, a respected voice for national EMS policy with comprehensive concern and commitment for the development of effective, integrated, community-based, universal and consistent EMS systems.

• Rural Hospitals & Local Healthcare – Technical Assistance Service Center
  The Technical Assistance and Services Center (TASC) provides technical assistance for the Rural Hospital Medicare Flexibility (Flex) Program in the form of information, tools and resources.
• General Rural Health Issues – Rural Assistance Center
  The Rural Assistance Center (RAC) was established as a rural health and human services "information portal" to help rural communities and other rural stakeholders access full range of available programs, funding, and research that can enable them to provide quality health and human services to rural residents. To accomplish this, RAC gathers and streamlines information from myriad sources and provides easy access to that information.
