                      UNANIMOUS CONSENT AGREEMENTS

                        H.R. 1585 (ORDER NO. 189)

    1.--Ordered, That at 3:00 p.m., on Monday, October 1, 2007, the 
Senate resume consideration of H.R. 1585, an act to authorize 
appropriations for fiscal year 2008 for military activities of the 
Department of Defense, for military construction, and for defense 
activities of the Department of Energy, to prescribe military personnel 
strengths for such fiscal year, and for other purposes.
    Ordered further, That at 5:30 p.m. on Monday, October 1, 2007, all 
time post-cloture under Rule XXII on Amdt. No. 2011, the substitute 
amendment to H.R. 1585, be considered expired, and the Senate proceed to 
vote on the amendment; provided that upon adoption of the substitute, 
the bill be read a third time, and the Senate proceed to vote on passage 
of H.R. 1585, as amended.
    Ordered further, That the cloture motion on the bill be withdrawn.
    Ordered further, That upon passage of the bill, the Senate insist on 
its amendment and request a conference with the House on the disagreeing 
votes of the two Houses, and the Chair be authorized to appoint 
conferees. (Sept. 27, 28, 2007.)

    2.--Ordered, That the veto message on S. 5, the Stem Cell Research
