Associate Director - Office of Administration and Budget
 

The Office of Administration and Budget assists MMS to meet its mission with sound management of its budget and finance systems and by providing effective administrative services. The Office is responsible for the development and implementation of policies and procedures which affect these functions, consistent with guidelines from the Congress, the OMB, and the Department, as well as other appropriate agencies and authorities.

Robert (Bob) E. Brown is the Associate Director of Administration and Budget for the Minerals Management Service (MMS) and is the Bureau’s Chief Information Officer. He has held this position since July, 1994.

Bob is responsible for planning, executing, and advising the Director on all administrative, budgetary, and financial management services for MMS programs.  He is responsible for providing a centralized administrative structure for human resources, equal employment opportunity, procurement, property, support services, employee safety, printing, management analysis, records management, information management, and internal security.   

Bob is a New Jersey native and graduated from Seton Hall University with a B.A. and pursued post-graduate studies in History at Georgetown University. 

He has served in positions in human resources and in other administrative arenas within the Department of the Interior, the Small Business Administration, and the U.S. Navy and has served as the acting Associate Director for Minerals Revenue Management, Offshore Minerals Management, and Policy and Management Improvement. 

Over his thirty years of service Bob has received the Meritorious Civilian Service Award, the Meritorious and Distinguished Service Awards, has twice been awarded the Rank of Meritorious Executive, and was honored with a Presidential Rank Award.
