D: ADDITIONAL ASSISTANCE FOR SMALL BUSINESSES
D-1. Small Business Innovative Research and Small Business Techology Transfer
The Small Business Innovative Research (SBIR) and Small
Business Technology Transfer (STTR) are U.S. Government
programs in which federal agencies with large research and development
(R&D) budgets set aside a small fraction of their funding for competitions
for small businesses exclusively. Small businesses that win awards
in these programs keep the rights to any technology developed and are encouraged
to commercialize the technology. TABLE 13 lists various
SBIR/STTR resources.

D-2. Contract based Mentor-Protege Programs
Contract-based mentor-protégéprograms assist
small businesses (protégés) in allowing participants compete
for prime contract and subcontract awards by partnering with large companies
(mentors) under individual, project-based agreements. Non-contract
based mentor-protégé programs assist businesses in
building capabilities and capacity. TABLE 14 lists several
mentor-protégé programs.
