Lucretia M. McClenney, Director CMV

Lucretia M. McClenney

 Director

Lucretia M. McClenney was appointed as Director, Center for Minority Veterans on December 6, 2005 .  Previously she served as Acting Director since June 2005.  She is the principal advisor to the Secretary of Veterans Affairs on policies and programs affecting minority veterans.  Prior to her appointment she served as Special Assistant to the Assistant Secretary for Policy, Planning, and Preparedness, Department of Veterans Affairs (VA).  She led the Department’s emergency exercise planning, training, and evaluation program, and served as liaison to other government agencies.  She has served on numerous working groups to include:  the congressionally mandated National Commission on VA Nursing, Task Force on Employment of Women at VA, and as the Secretary of Veterans Affairs’ representative on the American Red Cross Board of Governors and Disaster and Chapter Services Committee. 

She is a graduate of the Command and General Staff College and the United States Army War College Fellowship Program at George Washington University , Washington , DC.  She is also a graduate of the Johnson & Johnson – Wharton’s Fellows Program in Management for Nurse Executives, Wharton School of Business, University of Pennsylvania, Federal Health Care Executives Interagency Institute at George Washington University, Washington, DC and Leadership VA 2004.  She received her Baccalaureate Degree in Nursing from Murray State University , Murray , Kentucky and Masters of Science Degree in Psychiatric–Mental Health Nursing from Catholic University , Washington , DC.  

She served 30 years in the Army and retired as a Colonel in November 2001. She served in various medical treatment facilities and staffs worldwide including Director, Population Health Integration Team, TRICARE Management Activity; Chief Nurse, European Regional Medical Command and Deputy Commander for Nursing, Landstuhl Regional Medical Command; Deputy Commander for Nursing, Moncrief Army Community Hospital, Fort Jackson, South Carolina; Assistant Deputy for Human Resources, Office of the Assistant Secretary of the Army for Manpower and Reserve Affairs, The Pentagon; Chief Ambulatory Nursing, Walter Reed Army Medical Center; Senior Policy Analyst, Office of the Secretary of Defense (Health Affairs), The Pentagon; and member of the President’s National Health Care Reform Task Force.

Her military decorations include:   the Legion of Merit (two oak leaf clusters), Defense Meritorious Service Medal, Meritorious Service Medal (seven oak leaf clusters), Army Commendation Medal (two oak leaf clusters), Navy Commendation Medal, Army Achievement Medal, Army Good Conduct Medal, the Army Staff Identification Badge, Office of the Secretary of Defense Staff Identification Badge and the coveted “9A” designator, in recognition of numerous achievements at the pinnacle of nursing excellence.  Her professional affiliations include:  VHA Diversity Advisory Board, Association of Military Surgeons, Sigma Theta Tau, National Nursing Honor Society, Alpha Kappa Alpha Sorority, Inc., The ROCKS , Inc., the Order of Military Medical Merit, and is currently serving as President, Federal Health Care Executives Institute Alumni Association, and Board Member of the Bon Secours Health Care System.


 

Earl S. Newsome, III

Deputy Director

Earl S. Newsome III was assigned as the Deputy Director, Center for Minority Veterans in November 2006.   He previously served as a Health System Specialist in the office of the Deputy Under Secretary for Health for Operations and Management (10N) for two years.  Prior to that assignment, he served as Assistant to the Director at the Washington DC VA Medical Center, where he served for nine years.  During his assignment at the Washington DC VA Medical Center, he also served as the facility Minority Veterans Coordinator during his entire tour.

He received a Baccalaureate Degree in Education from the University of Houston, and a Masters of Arts Degree in Human Resource Management from Pepperdine University.   He is also a graduate of the U. S. Army Command and General Staff College. 

He served 20 years in the Army Medical Service Corps, and retired as a Lieutenant Colonel in February 1995.   He served in various medical treatment facilities and staff assignments in the Continental United States (CONUS), Korea, and Germany, including, Executive Officer, Walter Reed Army Medical Center; Assistant Chief, Graduate Medical Education, Office of The Surgeon General (OTSG); Deputy Assistant Dean, Continuing Education, Uniformed Services University of the Health Sciences; Medical Planner, Office of the Assistant Secretary of Defense, Health Affairs (HA); Chief Personnel Plans and Mobilization Branch, OTSG, and Assistant Chief, Staff and Faculty Development Division, Army Medical Department (AMEDD) Center and School. 

His military decorations include: the Legion of Merit, Defense Meritorious Service Medal, Meritorious Service Medal (two oak leaf clusters), Joint Service Commendation Medal, Army Commendation Medal (two oak leaf clusters), Joint Service Achievement Medal, and the Army Achievement Medal.  His other affiliations include Life Member, Disabled American Veterans; Life Member, Alpha Phi Alpha Fraternity Incorporated; the American College of Health Care Executives, the National Association of Health Services Executives, and the Order of Military Medical Merit.


 

Renaee J. Allen

Senior Program Analyst

Ms. Allen joined the Center for Minority Veterans as a Program Analyst on November 2003. She serves as the Program Manager for the Minority Veterans Program Coordinators (MVPC) and the Center's Liaison for the African American veteran's community.  As Program Manager, Ms. Allen manages approximately 300 MVPCs.  The MVPCs are appointed by the Directors of their respective facility in each Administration (VHA, VBA, and NCA).  Ms. Allen ensures that information is disseminated to the MVPCs regarding issues effecting the minority veteran population, apprises them of the Center's mission, and assists in resolving issues affecting our minority veterans through adoption and implementation of policies and programs. 

 As Liaison for the African American veteran's community, she is constantly engaged in different events that promote cultural diversity.  She also identifies issues that effect African American veterans.  From March 2002-September 2003, she served as a member of the Secretary's of Veterans Affairs Advisory Committee on Minority Veterans. The Committee conducted several town hall meetings throughout the United States to identify issues that affect the minority veteran community and submitted annual reports to Congress via the Secretary of Veterans Affairs with recommendations for resolutions of these issues.  Prior to her employment with the VA, Ms. Allen worked as a National Service Officer and Field Representative with the Veterans of Foreign Wars.  As National Service Officer, she interfaced with the veteran's community in preparing and submitting claims for veteran's benefits to the Department of Veterans Affairs.  As Field Representative, she personally conducted tours of VA medical facilities and interviewed veterans and staff to identify and resolve issues of concern to veterans.  Ms. Allen proudly served her country as a Non-Commissioned Officer in the United States Army from 1988-1993 and earned her wings as a Paratrooper.  She is also a veteran of the first Gulf War, in which she served in country from September 1990-March 1991 with the 528th Support Battalion.

Ms. Allen has a Bachelor of Science Degree in Health Care Management from Southern Illinois University.


 

Juanita J. Mullen

Program Analyst

Juanita J. Mullen joined the Center for Minority Veterans and Center for Women Veterans in October 2004.  She serves as the American Indian Veterans Liaison for both centers.  As Liaison for the American Indian veteran's community, she is constantly engaged in different events that promote cultural diversity.  She also identifies issues that effect American Indian veterans.  She is a member of the Seneca Nation of Indians (Keeper of the Western Door), Cattaraugus Indian Reservation located in western New York. 

Ms. Mullen retired from the Air Force in 2000, after 20 years of service.  Half of her career was spent serving under Headquarters U.S. Air Forces Europe. She has received numerous medals to include the Air Force Achievement Medal, Air Force Commendation Medal, National Defense Service Medal, NATO Medal, and the Air Force Outstanding Unit Award. Upon retirement, she was hired by the Bureau of Indian Affairs in Washington D.C. She worked as a Self Determination Specialist in Contracts & Grants with the Eastern Regional Office, Education Specialist with the South Eastern States Agency (SESA), and as an Administrative Officer for Budget Management at the Department of Interior.

Ms. Mullen has a Master of Science Degree in Administration from Central Michigan University, a Bachelor of Science Degree in Management from University of Maryland, and an Associates Degree in Transportation from the Community College of the Air Force in Montgomery, Alabama.


 

Alejandro Ramos

Program Analyst

Mr. Ramos joined the Center for Minority Veterans as a Program Analyst on October 2006.   He serves as the Center’s Liaison for the Hispanic/Latino veteran’s community.  As Liaison for the Hispanic/Latino veteran’s community, he is frequently engaged in various events that promote cultural diversity.  He also identifies issues that effect Hispanic/Latino veterans.

Mr. Ramos retired from the Army with 20 years of active duty service.   His military decorations include: Meritorious Service Medal, (two oak leaf clusters), Army Commendation Medal (five oak leaf clusters), Army Achievement Medal (six oak leak clusters), Army Good Conduct Medal, the Army Staff Identification Badge.

Mr. Ramos has a Master of Business Administration degree in Technology Management from the University of Phoenix , and a Bachelor of Science Degree in Computer Information Management from National Louis University .

 


 

Ronald M. Sagudan

Program Analyst

 

Mr. Sagudan joined the Center for Minority Veterans as a Program Analyst in April 2007.  He serves as the Center’s Veteran Liaison for the Asian American /Pacific Islander American veterans’ community.  As Liaison for the Asian American /Pacific Islander American veteran’s community, he is constantly engaged in different events that promote cultural diversity.  He also identifies issues that effect Asian American /Pacific Islander American.

Mr. Sagudan worked for several healthcare organizations prior to joining the Center.  These agencies include:  Integrated Health Services, Inc., The American Red Cross, and HCIA-Sachs, and Kaiser Permanente Mid-Atlantic.  He is the son of a United States Navy Vietnam veteran and the grandson of a World War II veteran who fought under the US Military.  He has been an active member of several organizations in the Asian American/Pacific Islander community in the US and Philippines for over 15 years.  He maintains contact with the Filipino World War II veterans’ organization that his grandfather help organized in their hometown of Baguio City , Philippines .

Mr. Sagudan has a Bachelors of Science degree in Health Science from Towson State University, and is working on his Graduate Certificate in Health Information Systems at George Mason University, and has an Associates Degree in General Studies from Northern Virginia Community College.
