The Office of Planning, Policy, and Analysis is responsible for multiple
activities in information technology (IT) management at NOAA. Areas of responsibility
include:
- Staff resource for the NOAA CIO
- Serve as the NOAA point of contact for data calls from the Department
of Commerce (DOC) and Office of Management and Budget (OMB)
- Perform the secretariat function for the CIO Council and NITRB
- Coordinate with NOAA Line Office CIOs
- Develop Enterprise Architecture
- Oversee program management and OMB Exhibit-300s for IT investments
- Coordinate regarding budget, CFO, and IT security matters involving NOAA's
IT investment portfolio
- Plan for IT as part of the NOAA PPBES business process
- Ensure NOAA compliance with IT governance, as required by Clinger-Cohen
- Coordinate, develop, and review policies, guidelines, standards, and
procedures for management and use of IT resources.
The OPPA model of operations relies on central planning and oversight, and
decentralized or federated implementation policies and guidance across NOAA
Line Offices. The OPPA staff enjoy working closely with IT colleagues throughout
Commerce and NOAA in order to support and promote the continued success of
the NOAA mission.
