The NIH Library has responded to several incidents over the last few years in which a user employed a web capturing utility to download thousands of articles from a publisher's database or journal service. This behavior violates subscription agreements established between the Library and the publisher.
Publishers have implemented safeguards that automatically block offending agencies for an hour to several days when downloading exceeds the limits. The result is that everyone at NIH is denied access to the publisher's content.
Please be courteous when downloading articles, and remember—everything in moderation.
