Executive Order 13011, Federal Information Technology (PDF) On July 16, 1996 the President signed Executive Order 13011, Federal Information Technology. Based on legislation enacted under the Paperwork Reduction Act of 1995 and the Clinger-Cohen Reform Act of 1996, agencies now have the clear authority and responsibility to make measurable improvements in mission performance and service delivery to the public through the strategic application of information technology. This order is issued to provide a coordinated approach for improving the way the Federal Government acquires and manages information technology.

Legal Considerations in Designing and Implementing Electronic Processes: A Guide for Federal Agencies (November 2000) (PDF) The U.S. Department of Justice is charged with developing, in consultation with federal agencies and OMB, practical guidance on legal consideration related to agency use of electronic filing and record keeping. The purpose of this guide, is to identify legal issues that agencies are likely to face in converting to electronic processes and to provide some suggestions on how to address them.
