L. THE APPLICATION PROCESS
The Application Checklist at Section
O of this Bulletin lists every item that must be submitted
for an application to be considered complete and is provided
to assist applicants in reviewing the completeness of their
application. Please note that certain documents must
be dated after October 1, 2008, and you must use
the current (Fiscal Year 2009) application cycle forms from
this Bulletin.
The application and the BCRSIS Banking Information
Submission (banking form) must be submitted electronically
by January 31, 2009 and all applicable items on the
Checklist, plus a signed copy of the electronic application
and BCRSIS banking form, must be postmarked not later
than January 31, 2009.

It is the applicant’s responsibility to submit a complete
FY 2009 NHSC LRP application. Only applications with
all required supporting documentation will be reviewed and
processed. Submitted applications lacking all
required supporting documentation will be deemed ineligible
and will not be considered for a FY 2009 NHSC LRP contract
award.
NHSC LRP awards will be made to qualified applicants according
to the funding
preferences. Qualified applicants with disadvantaged
background/EFN status will be funded without regard to HPSA
score. Qualified applicants who apply to serve at
an approved NHSC community site with a HPSA score
of 17 and above will be funded next (on an ongoing
basis). If funding is still available, qualified applicants
applying to serve at an approved site with a HPSA score
below 17 will be funded, by decreasing HPSA score.
Therefore, it is in the best interest of the NHSC LRP applicant
at a site with a HPSA score of 17 or above to submit a complete
application as soon as possible.
