Brock D. Bierman is the Federal Emergency Management Agency's (FEMA) Small State and Rural Advocate and Director of the Community Preparedness Division, a component of the FEMA National Preparedness Directorate (NPD). He joined the agency in August 2007.

Mr. Bierman ensures that the needs of rural communities are addressed in the disaster declaration process and assists small population states in preparing their requests for disaster declarations. He also heads the NPD's Community Preparedness Division, which administers the Citizen Corps Program and other grass-roots initiatives that work to engage citizens in community preparedness activities.

Before joining FEMA, Mr. Bierman was Chief of Staff and Senior Advisor for the Bureau for Europe and Eurasia of the U.S. Agency for International Development. He coordinated and helped implement the bureau's top strategy priorities and participated in the oversight of Agency conflict mitigation, democracy, health, and trade initiatives within the region. Additionally, he managed all aspects of the bureau's public outreach activities, including communicating the bureau's mission, objectives and accomplishments in 23 countries.

Mr. Bierman served for six years in the Rhode Island House of Representatives.  He was also the president and owner of a leading investigative firm specializing in corporate intelligence and intellectual property.

Mr. Bierman has a Bachelor's degree in journalism from Bowling Green State University in Ohio and currently sits on the Alumni Board of Directors.
