U.S. Department of Homeland Security 9221 Ward Parkway, Suite 300r Kansas City, Missouri, 64114-3372 PUBLIC NOTICE OF AVAILIBILITY GREENSBURG CITY HALL ENVIRONMENTAL ASSESSMENT GREENSBURG, KIOWA COUNTY, KANSAS FEMA-1699-DR-KS Interested parties are hereby notified that the Federal Emergency Management Agency (FEMA) has prepared a Draft Environmental Assessment (DEA) for replacement of the Greensburg City Hall. FEMA was authorized under a Presidential disaster declaration (FEMA-1699-DR-KS) to provide Federal disaster assistance to Greensburg, Kiowa County, Kansas, as a result of damages incurred on May 4, 2007. Section 408 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, 42 USC 5121-5206, as amended (Stafford Act, Public Law 93-288. The Proposed Action would build a new Greensburg City Hall south of Highway 54 at the intersection of 300 South Main Street and Wisconsin Avenue within the city limits of Greensburg, Kansas. Greensburg City Hall would consist of 5,000 square feet of new construction. The new Greensburg City Hall will be built to all the current codes and standards. Approximately .50 acres of land was purchased for the construction of the Greensburg City Hall. Utility services such as power, sewer, water, and telephone exist at the site. The proposed site is currently a vacant lot with remnants of a cement slab that was the foundation of the previous structure. This location would allow the Greensburg City Hall to be located in the heart of the rebuilt Greensburg. Per the National Environmental Policy Act (42 U.S.C. 4371 et seq.), and associated environmental statutes, a DEA was written to evaluate the proposed action’s potential impacts on the human and natural environment. The DEA summarizes the purpose and need, site selection process, affected environment, and potential environmental consequences associated with the proposed action. The public comment period will be from–July 16 to August 15, 2008.
