PUBLIC NOTICE The U.S. Department of Homeland Security’s Federal Emergency Management Agency (FEMA) Draft Environmental Assessment Town of Pe Ell Construction of Permanent 1000 Road Realignment Interested parties are hereby notified that FEMA plans to assist the Town of Pe Ell in funding the construction of a permanent road realignment to replace the original 1000 Road, which was significantly damaged during the flooding event of December 2007. Federal financial assistance would be provided under the authority of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended (The Stafford Act). FEMA prepared a draft environmental assessment (EA) for the proposed project pursuant to the National Environmental Policy Act (NEPA) and the Council on Environmental Quality’s and FEMA’s implementing regulations. This draft EA evaluates the environmental impacts of the proposed action and its alternatives. The EA alternatives evaluated in the EA include 1) No action, an alternative required by NEPA; 2) Making the emergency road permanent in the new alignment (proposed action); and 3) Repairing the original, flood-damaged road. The draft EA will be finalized following receipt of public and agency comments at the end of a 30-day comment period. If no significant issues are identified during the comment period, FEMA will finalize the EA, issue a Finding of No Significant Impact (FONSI), and fund the project.
