Multi-Hazard Mitigation Planning Guidance

Mitigation Planning State & Local "Blue Books"

FEMA has prepared Mitigation Planning guidance, or "Blue Books," with two major objectives to help States, Tribes, and local governments better understand the Mitigation Planning rule under the Interim Final Rule, 44 CFR Part 201:

The Multi-Hazard Mitigation Planning Guidance incorporates State, local, and Tribal officials' feedback and addresses issues that have arisen since the initial guidance was developed. FEMA continues to monitor the progress of States, local governments, and Tribes as they develop their plans, working in partnership with them to help ensure their success and enhancing our guidance products as questions and concerns arise.

Download a copy of the State Multi-Hazard Mitigation Planning Guidance Blue Book or the Local Multi-Hazard Mitigation Planning Guidance from the FEMA Library. These documents are only available electronically.
