Abstract:

This paper describes strategies used by rural hospitals in response to reduced Medicare payments resulting from the Balanced Budget Act of 1997 (BBA). It discusses policy implications and consequences of the BBA for access to rural health care, including skilled nursing facilities and home health agencies.
