 Mr. Allen W. Middleton is the Acting Deputy Assistant Secretary of Defense for Health Budgets and Financial Policy and the Acting Chief Financial Officer of the TRICARE Management Activity. Reporting to the Assistant Secretary of Defense (Health Affairs) he is responsible for financial programs for the $40 Billion Defense Health Program. In this capacity he supervises the financial management of the private sector care program as well as the program, budget and execution function, management controls and financial studies, facility portfolio management, TRICARE Management Activity financial operations, private sector care financial management and program, business and economic analysis.
Mr. Middleton entered federal service with the Air Force in 1972 with a commission in the Air Force Medical Service Corps. Mr. Middleton served on active duty until 2001 when he retired after serving in numerous senior level positions in the Air Force Medical Service. From 2001 to 2004 he worked in civilian healthcare consulting industry. In 2004 Mr. Middleton returned to federal service with the Office of Department of Defense (Health Affairs) in TRICARE Management Activity financial management. In 2005 he was selected for the position as Chief Financial Officer of the Air Force Medical Service and later that same year was selected as Director of Financial Plans and Policy in Health Affairs and in December 2006 assumed roll as Acting DASD.
Mr. Middleton holds a Masters of Business Administration and a Bachelor of Arts (cum laude) from the University of Massachusetts in Amherst Massachusetts. His career in the United States Air Force included administrative positions in Air Force medical treatment facilities and at management headquarters and he commanded the Hospital at Ellsworth AFB, South Dakota. In 1997 he was selected to be the US Air Force Assistant Surgeon General for Programs and Policy and in 1999 was selected as the 15th Chief of the Air Force Medical Service Corps. He holds various military decorations including the Defense Superior Service Medal, the Legion of Merit and the Air Force Meritorious Service Medal. Other recognitions include the Ray E. Brown Award to Distinguished Federal Administrator in 1998 and the American Hospital Association Federal Health Care Executive Award for Excellence in 2000. |
