Appointed the Deputy Assistant Secretary of Defense for Counternarcotics in January, 2006, Mr. Douglas transitioned to his current duties in February 2007 after returning from six months of active duty in Iraq.  He oversees the Department’s  counternarcotics and counterproliferation policy efforts, including development of DoD counternarcotics activities, the Cooperative Threat Reduction program and other combating WMD policy activities; managing over 100 programs that support counternarcotics and combating WMD efforts of the United States, among allies and in international law enforcement venues.  He oversees combined budgets of over $1 billion.

Born at U.S. Army Hospital, Landstuhl, West Germany.  Joined the Navy in 1974 at age 17.  Served as a machinist’s mate on attack submarine USS SILVERSIDES.  Commissioned in the Naval Reserve in 1992.  Currently a reserve Navy Lieutenant Commander (Intelligence).

Employed in the Senate from 2000 to 2005.  General Counsel at the Intelligence Committee for Senator Pat Roberts and Chief Counsel at the Foreign Relations Committee for Senator Jesse Helms.  Extensive experience with intelligence and foreign affairs oversight, Executive nominations, Senate treaty procedures, legislative drafting, and congressional rules.

Prior to Senate employment, worked as a U.S. Justice Department Criminal Division lawyer.  Managed extradition and judicial assistance with Spain and Mexico.  Also served for eight years as a commissioned U.S. Foreign Service officer.  Postings in Ciudad Juarez, Mexico, Bilbao/Madrid, Spain, and the U.S. Permanent Mission to the Organization of American States.

Practiced law for five years in the Washington, D.C., area.  Served as a Pan American Health Organization legal officer and staff counsel at the National Association of Stevedores.

Married with two children.  Active member of the bar in Maryland and the District of Columbia.
