Many of the Cibola National Forest and National Grasslands developed recreation sites were built 30-50 years ago. Since then, visitor preferences and demographics have changed. Some sites no longer serve projected recreation demand; some facilities are in poor shape and do not meet visitors' expectations. To respond to these conditions and national direction, the Cibola National Forest and Grasslands are in the process of developing a program of work for our developed recreation sites, as part of the Recreation Facility Analysis (RFA) process for developed recreation sites. The result of RFA is a program of work with a list of prioritized actions to more effectively manage these recreation sites. |

What is the Recreation Facility Analysis (RFA) process?
National Forests are using RFA to provide quality recreation opportunities in the right places. It is an analysis process used nationally, to assist Forests in creating a sustainable program that aligns their recreation sites with visitors' desires and use. RFA helps ensure that recreation sites make sense within each Forest 's special characteristics. National forests across the country are undertaking this process.
RFA identifies actions proposed for the short-term and sets the stage for long-term recreation site planning. Forests completing the RFA process develop a 5 year proposed Program of Work to help the Forest meet their goals, which are:
- Improve customer satisfaction.
- Provide recreation opportunities consistent with the Forest recreation “niche”. Niche is what the forest has to offer in terms of special places, opportunities, and possible experiences, taking into account the desires of recreationists who use the forest. That overlap defines a narrow decision space within which staff defines the focused program the forest can provide.
- Operate and maintain a financially sustainable recreation sites program without compromising quality.
- Eliminate deferred maintenance at recreation sites. The Cibola National Forests and Grasslands have a substantial backlog of maintenance needs at our developed sites.
