Can I add or delete a service area from my current scope of project in my FY 2008 Budget Period Renewal application?

No.  Applicants may not propose changes in scope (i.e. new sites, new services, new populations) through the FY 2008 Budget Period Renewal funding opportunity.  Requests for scope changes must be emailed to bphcscope@hrsa.gov and a signed original must be sent to the HRSA Division of Grants Management Operations with a courtesy copy to the BPHC Project Officer.  Please refer to the most recent guidance on this subject contained in PIN 2002-07: Scope of Project Policy <ftp://ftp.hrsa.gov/bphc/docs/2002pins/2002-07.pdf>.

Existing grantees should ensure their applications reflect their current, approved scope of project.  Pending scope change requests should only be discussed as part of anticipated strategic planning efforts in the program narrative.  Please note that future expansion plans should not be reflected in the budget presentation.
