  Question
  The National Technical Assistance cooperative agreement application guidance Core Functions section discusses "program requirements" in the first core function. Please clarify.

Health center program requirements originate from section 330 of the Public Health Service Act and 42 Code of Federal Regulations section 51c. National Technical Assistance cooperative agreement applicants should ensure that the training/technical assistance they propose in their application addresses these requirements when describing the first NTA core function: Training and Assistance in Fiscal and Program Management.
