The Office of Governmental Affairs

  • Formulates legislative and policy proposals, and prepares supporting documentation to carry out the legislative and policy proposals, as well as supporting documentation to carry out the legislative programs and policies of the United States Patent and Trademark Office; 

  • Reviews and prepares analyses of legislative proposals concerning intellectual property matters that originated in other Executive agencies or that were proposed by Members of Congress; 

  • Prepares Congressional testimony on intellectual property for the Under Secretary and Director, and other United States Patent and Trademark Office and Departmental officials, and maintains liaison with Congress, the intellectual property bar associations, industry, and others concerned with proposed and pending legislation; and  

  • Analyzes other intellectual property-related policy issues that are before the Executive Branch and obtains public views through various means, including public hearings.
