Celebrating the arrival of the Envoys of Women Voters was a central
feature of the first national convention of the Congressional Union
for Woman Suffrage held in Washington, D.C., December 6-13, 1915.
Building on suffrage victories in referendums in eight western
states between 1910 and 1914, the Congressional Union encouraged
women voters to use their power to influence elections and legislative
reform. The envoys delivered a petition to Congress urging passage
of the Federal Suffrage Amendment with half a million signatures
collected by the Congressional Union, which helped secure President
Wilson's support.
