Technical Operations Group
Deploying the most sophisticated technologies available, the Technical Operations Group (TOG) provides investigative and intelligence support for the USMS and USMS-led fugitive task forces.  TOG also provides assistance when requested by other federal, state, and local law enforcement agencies to solve complex criminal investigations or crimes of violence.  In recent years, TOG has been delegated as the lead investigative element in technical surveillance for many high profile investigations including Rafael Resendez-Ramirez (the Railway Killer), the escapee known as the Texas Seven, and the Beltway Snipers

There Will Be No Safe Haven For Fugitives


  • In the past two years, TOG has conducted training for more than 300 law enforcement agencies.
  • In fiscal year 2005, TOG provided critical assistance in 800 homicide investigations.
  • Since 2001, TOG has worked closely with agencies within the intelligence community in an effort to combat and detect terrorist activity.
Electronic Surveillance Branch

The Electronic Surveillance Branch (ESB) provides covert investigative and intelligence support for Marshal's Service's major case and 15 Most Wanted fugitive investigations.  ESB personnel, in addition to investigative operations, help prepare court orders, serve as expert witnesses in the field of electronic surveillance, and train law enforcement personnel from the United States and the international law enforcement community in the use of electronic surveillance.


Air Surveillance Branch

The TOG Air Surveillance Branch provides aerial surveillance, electronic tracking, and other aerial platforms functions in support of Marshals Service operations.  TOG aircraft provide vital intelligence during the investigation and arrest of some of the country's most dangerous fugitives.


Tactical Support Branch

The Tactical Support Branch encompasses Operational Wireless Communications Support (OWCS), non-judicial Technical Surveillance Counter Measures (TSCM), and non-cellular radio frequency direction finding. Tactical Support also provides support for video and audio surveillance, alarms, and other electronic surveillance measures as they relate to Enforcement Operations, Force Protection, Protective Operations, Judicial Security, and other special operations and events. Tactical Support works closely with other federal, state, and local agencies, as well as the private sector, to develop and deploy electronic measures to better support the diverse missions of the United States Marshals Service.


Analysis and Intelligence Group

The Analysis and Intelligence Directorate (A&I) purpose is to provide intelligence and investigative support to all TOG components, USMS districts, and divisions. In addition, A&I is the primary liaison to the U.S. Intelligence Community.
