Historic Preservation Resources

Multiple resources exist to assist homeowners of historic properties in rebuilding safer homes to withstand future storms and hurricanes and to preserve traditional architectural features of Southern Louisiana.  Various federal, state, local, and nonprofit programs provide assistance to local communities and homeowners.

Federal Programs

The Advisory Council on Historic Preservation (ACHP) is an independent federal agency that promotes the preservation, enhancement, and productive use of historic resources.  This agency also advises the President and Congress on national historic preservation policy.

The Federal Emergency Management Agency (FEMA) provides help to States and communities for disaster assistance and hazard mitigation activities.  On-line documents provide how-to guides for elevation, reconstruction, and various hazard mitigation activities.

The National Park Service (NPS) supports the preservation of natural and historic places.  NPS administers the National Register of Historic Places and offers services to citizens and communities to identify, evaluate, protect, and preserve historic properties. NPS also offers grants for the identification, evaluation, and protection of historic properties.  These grants are awarded through State Historic Preservation Offices for survey and planning activities, and in some instances, for improvements to historic properties through matching acquisition and development grants.  Further information is available through the Louisiana State Historic Preservation Office.

State Programs

The Louisiana State Historic Preservation Office (LA SHPO) provides multiple important services, including historic preservation funds, state grant program, state tax credits, and technical advice. Please contact the Louisiana State Historic Preservation Office for additional information.

The Louisiana Cultural Assets Rescue is a website that was created after Hurricane Katrina to serve as a clearinghouse, information center, and bulletin board for individuals in the cultural resource community.  The site includes a registry for cultural practitioners, both individuals and organizations, to identify and locate artists, musicians, performers, arts administrators, preservationists, museum professionals, and craftsmen. www.crt.state.la.us/culturalassets/

Local Organizations

The Historic District Landmark Commission (HDLC) is New Orleans's regulatory agency for local historic districts outside the Vieux Carre.  This agency provides guidelines and documents needed to obtain a permit for any type of construction associated with a historic property and or a property within a local historic district. www.secure.cityofno.com/portal.aspx?portal=99&tabid=1

Non-Profit Organizations

The National Trust for Historic Preservation (NTHP) assists individual historic property owners with financial help and technical advice. The NTHP provides low-interest, short-term loans for property stabilization.  Grants are also awarded to governments, non-profit organizations, and private property owners for professional assistance in rehabilitating historic structures.  These grants may be used to plan for the rehabilitation of hazard-prone historic resources.

The Preservation Resources Center (PRC) in New Orleans works with local communities by providing technical expertise or direction to find qualified historic architects and or contractors, a façade easement program, and community outreach and education initiatives.
