		Update to TORP Transmittal letter 12/04/2006 - DoD customers must include in their TORP submissions a copy of their signed DoD justification for using a non-DoD contract. 03/29/06 - Section 13 has been added to the TORP Transmittal Letter. This section asks you to provide information on how you how you heard about NITAAC. 04/12/05 - FAR 37.602-1 directs Agencies to prepare performance-based SOWs "to the maximum extent practicable." Guidance from OMB has set a Government-wide goal for the current fiscal year of making 50% of all eligible SOWs performance-based. In accordance with this guidance, NITAAC has added a section on the TORP Transmittal Letter template asking whether or not your SOW is performance-based. If you answer that it is not, NITAAC now requires that you provide a rationale as to why not.
