Abstract:

This executive summary examines trends in the delivery of skilled nursing facility (SNF) services in critical access hospitals (CAH), during a period of dramatic change in post-acute care Medicare payments. It discusses Medicare payments for SNF services under the Prospective Payment System in contrast to full cost-based reimbursement, and the financial and strategic incentives for hospital participation. The executive summary utilizes data from Certification Analytical Reports and Medicare cost reports for hospitals and skilled nursing facilities. It also includes tables and a figure.
