Repetitive Flood Claims Program

Program Overview

The Repetitive Flood Claims (RFC) grant program was authorized by the Bunning-Bereuter-Blumenauer Flood Insurance Reform Act of 2004 (P.L. 108–264), which amended the National Flood Insurance Act (NFIA) of 1968 (42 U.S.C. 4001, et al).

Up to $10 million is available annually for FEMA to provide RFC funds to assist States and communities reduce flood damages to insured properties that have had one or more claims to the National Flood Insurance Program (NFIP).

Eligible Mitigation Activities:

FEMA may contribute up to 100 percent of the total amount approved under the RFC grant award to implement approved activities, if the Applicant has demonstrated that the proposed activities can not be funded under the Flood Mitigation Assistance (FMA) program program due to lack of State or local capacity, which includes either inability to manage the subgrant or lack of 25% match.

Unified HMA Application Period: The Unified Hazard Mitigation Assistance (UHMA) application period is from June 19, 2008 through December 19, 2008.  Applicants must submit an FY 2009 grant application to FEMA through the e Grants system by December 19, 2008, at 11:59:59 p.m. Eastern Standard Time. The FY 2009 UHMA guidance has been posted and is available here for viewing. 

Application Development

FEMA's mitigation grants, including RFC, are provided to eligible Applicant States/Tribes/Territories that, in turn, provide sub-grants to local governments.  The Applicant selects and prioritizes applications developed and submitted to them by local jurisdictions to submit to FEMA for grant funds.

Additional Grant Programs

Hazard Mitigation Grant Program (HMGP)
Provides grants to States and local governments to implement long-term hazard mitigation measures after a major disaster declaration.

Flood Mitigation Assistance (FMA)
Provides funding to assist States and communities in implementing measures to reduce or eliminate the long-term risk of flood damage to buildings, manufactured homes, and other structures insured under the NFIP.

Pre-Disaster Mitigation Grant Program (PDM)
Provides funds to states, territories, Indian tribal governments, communities, and universities for hazard mitigation planning and the implementation of mitigation projects prior to a disaster event.

Severe Repetitive Loss (SRL)
Provides funding to reduce or eliminate the long-term risk of flood damage to severe repetitive loss (SRL) structures insured under the National Flood Insurance Program (NFIP).
