Abstract:

This report discusses trends and changes in the Medicare Rural Hospital Flexibility Program (FLEX program) in terms of Critical Access Hospital (CAH) conversions. It provides data on the operating characteristics of CAHs and access to health care in counties where they are located. The report describes similarities and differences in the Flex Program between states, including administrative structure and enhanced Medicaid reimbursement policy.
