Abstract:

This newsletter discusses how smaller states have developed stakeholder coalitions that provide significant input into the Rural Hospital Flexibility Program (Flex Program) planning process and share responsibility for ongoing policy development and program implementation. It describes Wisconsin's Critical Access Hospital (CAH) Coalition, which is the state's partner in developing and managing the Flex Program. The newsletter presents strategies for building CAH coalitions in support of the Flex Program.
