Pursuant to the provisions of Section 1.4 of Executive Order No. 12958 of April 17, 1995, entitled "Classified National Security Information," I hereby designate the following officials to classify information originally as "Top Secret," "Secret," or "Confidential":

ISOO Notes

The President has ordered the following changes since the publication of this Presidential Document:

On April 21, 2005, the President designated the Director of National Intelligence and the Director of the Central Intelligence Agency a "Top Secret" original classification authority.

On September 17, 2003, the President designated the Director, Office of Science and Technology Policy a "Top Secret" original classification authority.

On January 23, 2003, the President designated the Secretary of Homeland Security a "Top Secret" original classification authority.

On September 26, 2002, the President designated the Secretary of Agriculture a "Secret" original classification authority.

On May 6, 2002, the President designated the Administrator of the Environmental Protection Agency a "Secret" original classification authority.

On December 10, 2001, the President designated the Secretary of Health and Human Services a "Secret" original classification authority.

On October 8, 2001, the President designated the Assistant to the President for Homeland Security a "Top Secret" original classification authority.

Congress has mandated the following changes since the publication of this Presidential Document:

The U.S. Arms Control and Disarmament Agency, and the U.S. Information Agency have been incorporated into the Department of State.

The Federal Emergency and Management Agency has been incorporated into the Department of Homeland Security.
