MEMORANDUM

TO: Designated Agency Ethics Officials

SUBJECT: Ethics Trainers' Partnership 1995 Plans


Following a February 8, 1995, meeting with Mr. Stephen D. Potts and many of you and/or your designees, members of the Universal Training Task Force (Task Force) have begun modifying the format of the annual training session they originally planned to broadcast via satellite for calendar year 1995 training. It was clear from the input received at this meeting that the departments and agencies represented were most interested in supporting a commercially produced studio quality videotape. Additionally, many of the representatives indicated that they would be interested in supporting a satellite broadcast but only if it was interactive.

In response to this input, the members of the Task Force revisited their original plans for non-interactive broadcast and agreed that the format should be changed. However, because of the time and funding required to produce a studio quality videotape, the Task Force concluded that it would be impossible to produce such a videotape for this training year and will direct its efforts toward a training videotape for calendar year 1996 training.

The Task Force will continue with its project to produce a satellite broadcast to meet the current training year's requirement, but is proposing an interactive program where a small panel of experienced ethics officials will engage in a Socratic- type discussion covering the most popular ethics issues identified in the needs assessment survey conducted last year. To minimize the cost to agencies interested in participating in this training session, this program will be broadcast once. Coordinates of the transmission will be provided to the participating agencies.

The success of this training effort is dependent on the agencies' ability to provide minimal financial or personnel support.
